Regional Human Resources Manager (SGD 5500-6000)

Key Tasks, Responsibilities and Accountabilities:
Reporting into the APAC CFO, your role and responsibilities are as below:
This role is one where you have to set-up the HR function, implement processes and systems from scratch and establish a strong HR function in APAC.
Primary partnership with Regional Team and local country management leaders to establish HR strategic and tactical framework to align with global and local priorities.
Complete ownership of HR function of Singapore/Oceania (Australia and NZ); work closely with the existing HK HR team to drive regional projects and adapt for HK environment
Work with Global HR team to understand and streamline Global HR practices in APAC
Develop and improve HR policies and procedures for implementation in Singapore and Oceania (Australia and New Zealand); work with HK team for adaptation of regional HR Policies and procedures
Act as a counsel to the Regional Management team on HR matters
Keep abreast of local statutory regulations and industry initiatives to partner with the business
Improve on, execute and lead the Performance Management, Compensation and Benefits processes
Develop, Implement and maintain Job design analysis, technical Job Evaluation, conduct survey job matching, market/industry compensation surveys, application of compensation/employee benefits benchmarks for Singapore/Oceania
Review and ensure accurate maintenance of all associated records and files in an appropriate format (hardcopy/softcopy)
Coordinate and delivering induction program to new hires to ensure smooth on-boarding
People Skill Assessment/Skill Mapping identify training needs and conduct/co-ordinate internal training programs for existing staff across APAC
Drive Talent Acquisition/Talent Management in Singapore and Oceania
Custodian of HR Policies, Processes and Systems for the Region and Singapore/Oceania
Identify, recommend and implement HR IT systems as required e.g. HR Management, Payroll, Leave records etc.
Bachelor degree in a related discipline (Psychology, Human Resources, etc) + post graduate in HR is a good to have
8+ years of working experience in related field
Experience of working cross-culturally in an international environment, able to work with internal and external customers globally
Prior experience setting up HR policies, structure from scratch or working experience with a Start-Up is a must have
Solid understanding of labour laws and employee obligations in Singapore
Proven ability to calmly, confidently, and confidentially engage with management and employee relations to address opportunities and needs, as appropriate
You demonstrate strong analytical thinking, organizational skills & attention to detail
Senior stakeholder management
You should have good interpersonal skills and have demonstrated ability to build and maintain effective interpersonal relationships with employees at all levels. Prior regional experience will be advantageous
